The group of athletes, a who's who of global talent, included Kenyan marathon legend Brigid Kosgei, the former women's world record holder, and Jamaica's 2024 Olympic discus champion Roje Stona. The list also featured four other Kenyans, three additional Jamaicans, a Nigerian sprinter, and a Russian athlete.

World Athletics stated the applications, facilitated through a state-funded club, were part of a clear plan to attract overseas stars with lucrative contracts ahead of competitions like the 2028 Los Angeles Olympics. This, the panel concluded, violated the core principles of its transfer regulations, which are designed to protect the integrity of international competition and prevent "nation-shopping."

The decision leaves the athletes ineligible to represent Turkey and highlights the fine line countries walk in building their athletic programs. For Turkey, which won eight medals but no golds at the Paris 2024 Games, this ruling is a major setback in its immediate ambitions on the global track and field stage.
