"You can’t change the rules of the game after someone’s played," said fan Jordan Likover, who experienced this firsthand. "People paid expecting to be seated in one place. And then when they were assigned [seats], it’s changed." This sentiment is widespread, with many fans reporting they feel misled and are now exploring formal complaints and even potential legal action.

In response, FIFA stated the category maps were intended "to provide guidance rather than the exact seat layout."
