The Las Vegas Raiders' quarterback room is undergoing a major shakeup this offseason, and one former NFL star believes the starting job might not be handed to the rookie as easily as many expect.

With Geno Smith and head coach Pete Carroll out, new head coach Klint Kubiak has reshaped the roster. The Raiders added veteran Kirk Cousins and drafted 2025 Heisman Trophy winner Fernando Mendoza with the No. 1 overall pick. Conventional wisdom suggests Mendoza will step in as the Week 1 starter, with Cousins serving as a mentor. But former NFL wide receiver Nate Burleson—an 11-year veteran—sees a different scenario unfolding.

"I think Kirk's going to have to fumble that opportunity away. He's not going to beat out Kirk Cousins right now," Burleson told Sports Illustrated. "Kirk is still a veteran quarterback, and if you look at the money they paid him, he's going there to play quarterback. You don't pay a guy that much just to teach the young buck how to throw the ball."

Burleson's point is well-taken: Cousins is a proven commodity, and the Raiders' investment suggests they expect him to compete. However, Burleson isn't discounting Mendoza's potential entirely. In fact, he believes Mendoza has the best chance among this year's rookie quarterbacks to make an early impact—just not immediately.

"I've met him, so it's a little bit different," Burleson said. "It's easy to say, oh, the number one draft pick. But his focus and the way he looks at the game is a lot different than any other young guy that I met."
