That certainty comes from the International Player Pathway (IPP) exemption. Here's how it works: the Eagles can carry 91 players during training camp and preseason instead of the standard 90-man limit. Bernard occupies that extra slot, meaning he isn't taking anyone else's spot. For a developmental player—especially an international prospect adjusting to the NFL game—that breathing room is huge. Philadelphia can evaluate him without feeling immediate roster pressure elsewhere.

But the real intrigue comes later. When final cuts arrive, the Eagles have two options. They can place Bernard on the initial 53-man roster, or waive him like any other player. Here's where the IPP rules get interesting again.

If Bernard clears waivers, Philadelphia can stash him on the practice squad using another exemption that creates an additional slot specifically for him. That means the Eagles get to carry an extra player—not once, but twice. It's a hidden advantage that gives the front office rare flexibility.

Bernard was selected 251st overall in the seventh round of this past April's NFL Draft. He signed with the team in early May, along with five other draft picks. But the big question now is: how far will the Eagles go to protect him?

While the exemption provides flexibility, it also introduces risk.
